DESCRIPTION
The Polk County Board of County Commissioners owns Polk County NCLF, operated by the Solid Waste Division. The site has five lined Class I landfill cells (Phases I, II, III, V, and VI), a series of closed unlined Class I landfill cells, an unlined Class III waste landfill cell, and two scale houses. Since NCLF is the only solid waste management facility owned and operated by Polk County, and the only Class I landfill in Polk County, timing the new landfill cell development is critical to maintain uninterrupted disposal capacity for Polk County residents.

The recently constructed Phase VI cell is expected to reach capacity in 2029; therefore, the Solid Waste Division requested Procurement to solicit proposals from professional engineering firms to design, permit, prepare construction and bid documents, and provide bidding assistance, construction services, construction certification, and initial operation assistance for the next disposal cells: Phase IV. The work will also include modifying or obtaining an Environmental Resource Permit (ERP), a US Army Corps of Engineers (USACE) permit, and a local Polk County permit as needed.

Request for Proposal (RFP) 25-071, Engineering Services for Phase IV Landfill was issued, and one vendor submitted a proposal. On February 18, 2025, the Board approved the committee's recommendation to enter contract negotiations with Jones Edmunds & Associates, Inc. The attached agreement is a result of those negotiations.
Independent agreements for the construction of the landfill cells and the Gas Collection and Control System (GCCS) will be brought to the Board for approval once a Vendor is awarded through competitive bid process.
