DESCRIPTION
Polk County Mosquito Control through Parks and Natural Resources Division is responsible for implementing a county-wide mosquito control program because of public health concerns. Mosquitoes of public health importance occur in Polk County and are capable of transmitting diseases that can infect humans. With the increased population growth in the county, the current equipment is not capable of maintaining the same level of service to residents. The purchase of an additional helicopter will allow quicker and more efficient mosquito control response.
Mosquito Control Programs in Florida are required to notify other mosquito control programs when they plan to surplus equipment. East Flagler Mosquito Control District has decided to surplus one of their helicopters as they need a larger helicopter to carry their new treatment equipment. The helicopter slatted for surplus has low flight hours, fully operational and supplied with all necessary equipment to conduct both adulticide and larvicide aerial spray missions. Other benefits of the purchase, allows for better management with helicopter maintenance scheduling, and ensuring aerial capabilities are available when needed. Polk County can purchase this helicopter for $800,000, whereas a new helicopter outfitted with the appropriate mapping and treatment equipment would cost over $4,000,000.

RECOMMENDATION
Request the Board approve the purchase agreement between Polk County and East Flagler Mosquito Control District to acquire a helicopter for mosquito control operations.

FISCAL IMPACT
Funds are budgeted in the General Capital Improvement Fund.
