DESCRIPTION
Since 2006, Polk County has partnered with Arrow Group Consulting, LLC (formally Anfield Consulting, Inc.) to satisfy a wide variety of advocacy needs for Polk County. Arrow has assisted with a number of Polk County issues over the years and have yielded significant appropriations in capital investments among other areas of local government.
The most recent Agreement was approved by the Board on September 16, 2025, for lobbying services for fiscal year 2025-2026. Amendment No. 1 to this Agreement will continue our partnership with the Arrow Group as they assist Polk County with lobbying services for all relevant issues before the State Legislature and the Executive Branch. As part of the of the original agreement, the firms Capital City Consulting (CCC) and The Vogel Group assist the Arrow Group and operate as sub-consultants.
In effort to increase overall efficiency for each lobbying firm, Polk will enter into separate agreements with each firm. All three firms will continue to be retained and will continue to advance Polk County's agenda in upcoming legislative sessions. Therefore, Amendment No. 1 will eliminate CCC and The Vogel Group as sub-consultants to the original contract and thus reduce the compensation rate from $240,000 annually, or $20,000 a month, to $7,500 a month (Arrow's current amount of the $20,000 a month payment). The overall compensation rate will remain the same yet be paid directly to each firm through separate Agreements. Amendment No. 1 will revise the term of the Agreement beginning January 1, 2026 through September 30, 2026.
