DESCRIPTION
The Florida Department of Transportation (FDOT) proposes to enter into a LAP Agreement (FPN: 452246-1-58-01) with the County to provide $800,000.00 (FY 24) in construction funds for the street resurfacing, ADA and tree improvements to East Orange Avenue and East Crystal Avenue in the City of Lake Wales (City).
On September 19, 2023, the Board approved an Interlocal Agreement with the City since the City is not LAP certified and cannot accept the FDOT funding. Polk County is LAP certified and will be acting as the FDOT’s project manager through construction.
On January 23, 2024, the Board approved Amendment No. 1 to ensure that the City will be responsible for reimbursing the County for construction costs that are in excess of the $800,000.00 in State provided funds.
RECOMMENDATION
Request Board authorize the Chairperson to execute the LAP Agreement No. FPN 452246-1-58-01 and approve the Resolutions with the FDOT, CIP Amendment, Resolution to amend the FY 23/24 Budget for funding in the amount of $800,000.00 to fund the construction phase of the Minor Streetscape Improvement Project for East Orange Avenue and East Crystal Avenue.
FISCAL IMPACT
Upon approval of the CIP amendment and resolution to amend the FY 23/24 Budget, funding in the amount of $800,000.00 will be established within the Special Revenue Grant Fund for Minor Streetscape Improvement Project for East Orange Avenue and East Crystal Avenue.
