Approve Interlocal Agreement for Countywide Transit System with the Lakeland Area Mass Transit District ($4,300,000 one-time expense for FY 26/27)

DESCRIPTION
The Lakeland Area Mass Transit District (the “District”) and the County have been entering into annual Interlocal Agreements for the operation and management of all transit services previously conducted by the County, in the unincorporated area of Polk County, as well as certain mutually-agreed upon transit routes since FY 15/16. The proposed annual agreement for the fiscal year of October 1, 2026 through September 30, 2027 requires the County to pay the District an amount not to exceed $4,300,000 in local matching funds for state and federal grants, mutually-agreed upon routes, and administrative expenses to provide the transit services formerly provided by the County. The County must pay the district the full agreement amount by October 16, 2026.
RECOMMENDATION
Recommend Board approve the Interlocal Agreement with the District to provide funding for the Countywide transit system for FY 26/27.
FISCAL IMPACT
Funds are included in the General Fund within the FY 26/27 proposed tentative budget to be adopted on September 21, 2026.
