DESCRIPTION
Polk County participates in the State Housing Initiatives Partnership (SHIP) Program and maintains a Local Housing Assistance Plan (LHAP), which identifies the strategies used to provide affordable housing assistance within the County. As part of the SHIP program requirements, the Affordable Housing Advisory Committee (AHAC) annually reviews the County’s affordable housing incentive strategies and provides recommendations regarding their implementation.
Effective July 1, 2026, Senate Bill 594 established additional requirements related to manufactured housing (mobile homes). To comply with these requirements, revisions to the County’s LHAP for FY 2026-2027 through FY 2028-2029 are necessary to incorporate a Manufactured Housing strategy regarding lot rent assistance, repair, and relocation for a mobile home park closure. The amended LHAP and accompanying Resolution will be submitted to the Florida Housing Finance Corporation (FHFC) for review and approval.
RECOMMENDATION
Request the Board to approve the State Housing Initiatives Partnership (SHIP) Local Housing Assistance Plan (LHAP) amendments for FY 2026-2029 and adoption of the accompanying Resolution authorizing submission of the amended LHAP to the Florida Housing Finance Corporation.
