DESCRIPTION

The County is the owner of a parcel of land identified as Parcel ID Number 232720-002020-000860 along Glisson Drive in the Kathleen area north of Lakeland.  The parcel previously contained a raw water well, and associated facilities that were owned and operated by Polk County Utilities which have since been decommissioned and abandoned.  The conveyance of a portion of the property to the County in 1980 included an ingress and egress easement to the site due to the fact that the property did not have independent access at that time.  Subsequently a plat has been filed known as The Homestead Phase 2 recorded in Plat Book 71, at Page 11 which provides direct access to the County owned property from a public roadway known as Glisson Drive.  The easement was discovered during a review of the property for surplus and sale.  Since the property has access from a public roadway the ingress and egress easement it is not needed in conjunction with the upcoming sale and is unnecessarily encumbering the adjacent properties.  Authorizing the Release of Easement will release the easement of record and allow the adjacent property owners to fully utilize their property free of the encumbrance.

RECOMMENDATION

Request Board approve the aforementioned Release of Easement.
