DESCRIPTION

Polk County Utilities (PCU) utilizes a piggyback agreement with A.C. Schultes of Florida to provide water well services for maintaining over 50 potable water production supply wells and numerous test and monitoring wells throughout the county. This agreement has recently expired and PCU requested Procurement assist with putting a new piggyback in place as there are no local vendors that can provide these services.

The attached piggyback from the City of Tallahassee with A.C. Schultes of Florida dba Rowe Drilling for the maintenance and repair of water well pumps, motors, and facilities as a result of IFB 080-23-RM will allow the County to continue to maintain and repair our water wells. The term of the agreement, with all extensions, is through December 31, 2028.

When services are needed, PCU will work with the vendor to create a Work Authorization (WA). Each WA will include a detailed scope of work, schedule, and cost. WA’s less than $100,000.00 will require the Utilities Division Director’s approval. WA’s greater than $100,000.00 will require the County Manager or Deputy County Manager’s approval.

RECOMMENDATION

Request Board approve piggyback agreement with A.C. Schultes of Florida, Inc. dba Rowe Drilling for water well services.

FISCAL IMPACT

Funds are available for these services within the Utilities Operating fund.
