DESCRIPTION
On June 16, 2026, the Board approved Subcontract Amendment #0002 FY 2026-2027 with the Ounce of Prevention Fund of Florida/Healthy Families Florida (OPFF/HFF) for the Healthy Families Polk program. Amendment #0002 established funding and contributions for FY 2026-2027 under the County's current subcontract.
Following that approval, Healthy Families Florida notified the County that the Florida Department of Children and Families reduced funding for the statewide program. As a result, Polk County's FY 2026-2027 grant funding is reduced by $133,945, from $1,580,498 to $1,446,553. Amendment #0003 incorporates this funding reduction and revises the program budget accordingly.
To address the reduced grant funding while maintaining the program, the County will reduce program expenses by $55,941 and increase its “Other” contribution by $78,004, from $1,730,899 to $1,808,903. The additional $78,004 is available from general fund carryforward funds. The County's required 25% cash and in-kind contribution remains $361,639.
Amendment #0003 is effective July 1, 2026, and also updates applicable contract language, deliverables, and attachments to reflect the revised FY 2026-2027 funding and budget.
RECOMMENDATION
Request board approval of subcontract amendment #0003 FY 2026-2027 between the Ounce of Prevention Fund of Florida/Healthy Families Florida and Polk County.
FISCAL IMPACT
The amendment reduces grant revenue by $133,945 and increases the County’s “Other” contribution by $78,004. The additional County contribution is available from general fund carryforward funds. The remaining $55,941 funding reduction is offset through reductions in program expenses.
