Accela Cloud Software Renewal Agreement - Five-Year Term ($2.79 Million over 5YR Term)

DESCRIPTION
Requesting approval of five-year renewal agreement with Accela, Inc. for continued Software as a Service (SaaS) licensing and support for the County’s various divisions using Accela Building and Accela Planning systems, including Enhanced Reporting Database (ERD) services. The renewal provides ongoing access to the permitting, planning, and development services software platform and includes licensing for existing users, additional user licenses, and reporting functionality.
The renewal term is June 24, 2026 through June 23, 2031.
RECOMMENDATION
Recommend approval and execution of the five-year renewal agreement with Accela, Inc.
FISCAL IMPACT
The total contract value is $2,793,144.06 over the five-year term. Annual costs are as follows:
• Year 1 (6/24/2026 - 6/23/2027): $531,386.42
• Year 2 (6/24/2027 - 6/23/2028): $544,670.78
• Year 3 (6/24/2028 - 6/23/2029): $558,288.49
• Year 4 (6/24/2029 - 6/23/2030): $572,246.51
• Year 5 (6/24/2030 - 6/23/2031): $586,551.86
Funding is available within the Information Technology Division budget and will be appropriated annually through the budget process.
