Adopt a resolution requesting an access easement from the State of Florida, Department of Transportation (“FDOT”) in conjunction with the West Pipkin Road project. (No fiscal impact)

DESCRIPTION
In 2020 the FDOT conveyed multiple parcels to the County associated with an abandoned state road project known as State Road 563. The parcels were conveyed to the County for use in the West Pipkin Road Improvement Project. The parcels were for mainline right-of-way as well as for stormwater and wetland mitigation facilities for the project and the deed contained a reverter provision to that effect. One of the parcels which consists of an entire platted lot known as Lot 15 of Pipkin Village was conveyed to the County for access to the mitigation site. The construction of the West Pipkin Road project is nearly complete and after a review it was determined that only the easterly 30-feet of said Lot 15 is needed for access to the mitigation site. In March of 2025 the Board authorized the conveyance of Lot 15 back to FDOT based on the fact that FDOT agreed to grant an easement to the County over the east 30-feet thereof for the needed access. FDOT has agreed to grant the access easement upon receipt of a resolution from the County requesting the easement for a public purpose. Adopting a resolution requesting the access easement will allow FDOT to move forward with the granting of the easement for the project.
RECOMMENDATION
Request Board adopt a resolution requesting the above mentioned access easement from FDOT and accept the easement for recording once delivered.
