Approve Consultant Services Authorization (CSA) No. 2025-053-02 with Eisman & Russo, Inc. (Consultant) for the Kathleen Road @ Deeson Road Intersection Improvement Project. ($303,109 one-time expense)

DESCRIPTION
The Kathleen Road @ Deeson Road Intersection Project is included in the current year CIP for Roads & Drainage Division. The scope of the project includes signalization and turning lane improvements. The project design is completed. The coordination with CSX for the reconstruction of the railroad crossing is completed. Construction bids are now being solicited for the intersection improvements. It is anticipated that construction will begin in 2026.
This CSA is needed to allow for the Consultant to provide Construction Engineering & Inspection (CEI) services on the project. The construction duration is anticipated to be 155 days. This CSA is for 7 months of CEI services. The Consultant will be providing a part-time Senior Project Engineer, a part-time Project Administrator, field inspection staff at appropriate levels to cover the contractor’s work effort, and a testing laboratory to be able to verify that the construction materials being used on the project meet the contract specifications.
RECOMMENDATION
Request Board approve CSA No. 2025-053-02 with Eisman & Russo, Inc. at a not to exceed fee of $303,109 for the Kathleen Road @ Deeson Road Intersection Improvement Project.
FISCAL IMPACT
Funds are budgeted and available in the Transportation Trust Fund.
