DESCRIPTION
The County has a project to improve and widen Vaughn Road from Sheffield Road to the entrance of a new Fire Rescue Training Facility on county-owned property located at the end of the roadway. The training facility is currently under construction and the improvements to Vaughn Road are necessary to accommodate large emergency vehicles access to and the from the facility. The current travel lanes are too narrow to accommodate the training facility and are being widened to 12-foot lanes. Most of the road improvements are proposed to be constructed within existing right-of-way; however, a right-of-way parcel is needed at the entrance connection which is slightly offset from the roadway. The Board previously adopted a resolution authorizing negotiations and written offers to be made on this project.
Parcel 100 is triangular shaped fee parcel, containing approximately 527 square feet, needed for right-of-way for the project. The parent property is a rectangular shaped parcel, containing nearly 1-acre, located along the west side of Vaughn Road which contains a single family homestead residence. The County hired an independent appraiser to establish full compensation for the taking of Parcel Number 100. The owner, Robert Vaughn, has agreed to accept the County's offer in the amount of $12,400 for the purchase of the parcel and has executed a Right-of-Way Agreement.
The County Attorney's Office and the Real Estate Services Director have reviewed the agreement and recommend approval. The alternative of acquiring this parcel through condemnation litigation would result in substantial cost to the County.
