DESCRIPTION
The Utilities Division requested Procurement to solicit proposals from qualified contractors who can provide planned maintenance and emergency repairs to water/wastewater plants, and pump stations located throughout Polk County. Services include, but are not limited to, engineering, permitting, and construction services related to the repair of ruptured water mains, service laterals, meter sets, minor force mains and reclaimed water mains.
Request for Proposal (RFP) 24-246, Utilities Constructions Services was issued, and two contractors submitted proposals. On August 6, 2024, the Board authorized staff to negotiate agreements with Killebrew, Inc. (Lakeland) and RTD Construction, Inc. (Dade City).
When services are needed, work will be assigned between the contractors on a rotational basis to ensure an equitable distribution of work among the contracts, except in instances where a contractor may be more highly qualified to perform the work. Utilities will coordinate with the contractors to define a written scope of work that includes a scope of work, time schedule, and maximum compensation for all planned work. Emergency work will be assigned in accordance with the agreement. Work authorizations under $300,000 will require Utilities Director approval. Work authorizations $300,000 or greater will require County Manager or Deputy County Manager approval.
The term of each agreement is for a five-year period.
RECOMMENDATION
Request Board approve master agreements with Killebrew, Inc. and RTD Construction, Inc. for RFP 24-246, Utilities Construction Services.
FISCAL IMPACT
Funds are budgeted and available in the Utilities Division CIP and Operating budgets.
