DESCRIPTION
Polk County has maintained a longstanding agreement with Holland & Knight LLP to represent the County’s federal interests in Washington, D.C. This engagement provides critical support in securing discretionary federal funding for infrastructure, public safety, water, and other capital priorities.
Holland & Knight has successfully advocated for Polk County for 25 consecutive years, helping secure more than $80 million in direct project funding and over $300 million in COVID-related aid. Most recently, the firm supported federal awards in FY24 totaling nearly $20 million for six major County priorities. The firm continues to assist with multiple pending FY26 appropriations requests, including funding for the Kathleen Road widening, reclaimed water, and pedestrian safety projects.
Under the proposed 2026 agreement, Holland & Knight will:
• Identify and prioritize eligible County projects for federal grant and appropriations strategies.
• Prepare funding strategies and supporting materials.
• Coordinate outreach with Polk County’s Congressional Delegation.
• Draft legislation, monitor federal budget and grant activity, and support implementation.
Holland & Knight will provide these services for a fixed fee of $114,000, billed monthly at $9,500. This fee structure remains unchanged from the current year and includes all routine expenses.
RECOMMENDATION
Request Board approval of the 2026 contract with Holland & Knight LLP in an amount not to exceed $114,000 to serve as Polk County’s federal advocate and funding strategist.
FISCAL IMPACT
Funds are budgeted in the General Fund.
