Approve the First Amendment to the Substance Abuse Mental Health Services Administration (SAMHSA) Grant Subrecipient Agreement with Peace River Center for Personal Development, Inc. (PRC) for behavioral health navigation services, adopt a Resolution to amend the budget for unanticipated revenue and appoint Judy Tewksbury as Authorized Official to electronically accept SAMHSA Grant Funds. ($850,000.00 one-time revenue)

DESCRIPTION
Polk County, in association with PRC, applied for and was awarded the U.S. Department of Health and Human Services SAMHSA Grant in the amount of $850,000 pursuant to the authority of Consolidated Appropriation Act, 2022. In November 2022, the Board approved the Subrecipient Agreement with PRC who would provide the services and act as a direct awardee to receive grant funding and provide program reporting. SAMHSA now requests that the County serve as the prime awardee and directly receive the funds from SAMHSA. Acceptance of the award by the County is acknowledged when funds are drawn down and requested from the grant payment system. Judy Tewksbury, Fiscal Manager, has access to the SAMHSA Payment Management System to accept the funds on behalf of the County. The funds from SAMHSA need to be reallocated/budgeted as unanticipated revenue for FY 23.
Upon the notice of award for SAMHSA, PRC has initiated a project creating a Behavioral Health Navigator Team (comprised of 12 staff including 7 Behavioral Health Navigators) to work directly with 500 unduplicated individuals (adults or children) who experience mental health or substance use disorder issues and would like to seek treatment support. The program, at no cost to individuals seeking care, will operate in a no-wrong door fashion to eliminate barriers, help individuals access needed care, understand available resources, overcome obstacles to engagement and link to the appropriate level of care and support.
