DESCRIPTION
The Eloise Community Redevelopment Agency (CRA) Plan is the guiding document for the redevelopment of the Eloise Community. Included in the Plan are topics such as tax increment projections, goals, a master plan, and an implementation plan/costs. The pending Comprehensive Plan Amendment (LDCPAS-2026-6) proposes to change 25.96 acres from Residential-Low (RL) to Community Activity Center (CAC), Institutional (INST), and Main Street Corridor (MSC). The proposed MSC designation includes property specifically identified in the Eloise CRA Master Plan as a redevelopment opportunity site.
The proposed LDC change will establish permitted, conditional, and prohibited uses in the MSC land use, plus implement additional development standards.
Because these proposed changes will assist in implementing the Eloise CRA Plan, it is requested that the Eloise CRA Board make the Finding that LDCPAS-2026-6 and LDCT-2026-13 are consistent with the Eloise CRA Plan. This action will ensure that the three documents (The Comprehensive Plan, Land Development Code, and the Eloise CRA Plan) are coordinated in promoting the goal of redevelopment in Eloise.

Adopt resolution for approval of the Finding of Consistency.
