Approve Piggyback Agreement with TC Delivers to provide Utilities customer bill printing and mailing services (estimated $250,000 recurring annual expense)

DESCRIPTION
Polk County Utilities (PCU) requested Procurement’s assistance to continue to provide customer bill printing and mailing services by piggybacking the State of Florida Agreement. The County’s previous piggyback agreement with TC Delivers, 21-85, expired. The State of Florida recently solicited vendors through an Invitation to Bid process for these and similar services, which resulted in an agreement with TC Delivers.
The County would like to piggyback the State of Florida Agreement. Under this agreement, TC Delivers will provide all labor and materials necessary to print and mail customer utility bills and notices, including inserts and return envelopes, to PCU’s approximately 55,000 customers.
The term of the agreement, with all renewal options exercised, is through June 30, 2027.
RECOMMENDATION
Request Board approve Piggyback Agreement (PB 24-089) with TC Delivers for Utilities customer bill printing and mailing services.
FISCAL IMPACT
Funds are available in the Utilities Operating budget.
