DESCRIPTION
Purpose of Layboard: Established and appointed by the Polk County BoCC to advise the BoCC regarding the priority of locations for new sidewalks within the County.
Creating Authority: Authorized as a standing committee by the BoCC in January of 2015. Adopted Resolution No. 15-008 establishing committee members' terms to follow the County's fiscal year. Initial terms for committee members shall begin on October 1st. Terms for replacement appointments shall begin immediately upon confirmation of the Board.
Appointments: The Committee shall consist of twelve standing members. Five members shall be County staff selected by the County Manager; one member shall be selected by the Polk County Public Schools, or its designee; one member shall be a staff member of the Polk Transportation Planning Organization (TPO) selected by the TPO or its designee; and five members shall be appointed by the Board, with each member of the Board appointing one member.
In addition to the twelve standing members, the County Manager or his/her designee may request a municipality to designate a representative from its staff to attend a meeting and assist the members in determining the priority of locations for sidewalks within Polk County.
Terms: Of the members appointed by each member of the Board, the members initially appointed by the Commissioners from Districts One, Three, and Five shall serve an initial three-year term and members initially appointed by Commissioners from Districts Two and Four shall serve a two-year term so that terms are staggered. Those serving three-year terms may be reappointed for up to, but no more than, one additional term at the discretion of the Board, but may not serve more than six consecutive years.
