DESCRIPTION
This is a request to enter into an Impact Fee Credit Agreement for improvements to Davenport Boulevard (also known as CR 547) between Polk County and Home Depot U.S.A, INC (Developer). The Developer is actively engaged in developing a home improvement store (Project LDROW-2025-50) that will have direct access onto Davenport Boulevard.
Davenport Boulevard is categorized as a Rural Major Collector roadway that is currently experiencing deficient Levels-of-Service based upon existing and background traffic conditions. Improvements to Davenport Boulevard are needed to address existing Level-of-Service deficiencies and the developer is willing to construct certain off-site improvements in exchange for impact fee credits as reimbursement. Specific improvements include the design, permitting, and construction of an additional westbound turn lane and the addition of an eastbound receiving lane along Davenport Boulevard. Improvements also include upgrades to the signalized intersection of Davenport Blvd. at US Highway 27 in order to accommodate the proposed turn lane improvements.
The proposed agreement request is believed to be in the best interest of the public health, safety and welfare of Polk County constituents while providing time and cost savings.
RECOMMENDATION
Approve the Impact Fee Credit Agreement for improvements to Davenport Blvd. with Home Depot U.S.A., INC.
FISCAL IMPACT
There is no direct cash fiscal impact on the County, as reimbursement of eligible costs will be provided through impact fee credits not exceeding $821,000.
