DESCRIPTION
Polk County Ordinance 13-069 addresses the collection, management, and disposal of solid waste within unincorporated Polk County, to include mandatory residential waste collection services within the unincorporated areas. These services have included the collection of recyclable materials by one or more franchisees operating within specified franchise areas. Beginning October 1, 2024, the mandatory residential waste collection services will not include the separate collection of recyclable materials.
To make residential recyclable materials collection available within the unincorporated areas while continuing to require recyclable collectors to obtain a franchise to do so, the proposed ordinance requires those who will collect recyclable materials from residences within the unincorporated area to obtain a nonexclusive residential recyclable materials collection franchise from the County. The process to obtain the franchise is substantially similar to the process for obtaining a nonexclusive franchise to collect commercial solid waste. The County will receive a franchise fee from each residential recyclable materials collection franchise holder.
RECOMMENDATION
Adopt the proposed ordinance.
