DESCRIPTION
The Utilities Division requested Procurement solicit proposals from engineering firms to provide design, permitting, bidding and construction administration services for improvements to both the Northwest and Southwest Regional Wastewater Treatment Facilities. Both projects include improvements to the filtration, dewatering, clarifier, and electrical systems. These systems are reaching the end of their useful life and need to be replaced.
Request for Proposal (RFP) 24-552, Engineering Services for Improvements to the Northwest and Southwest Regional Wastewater Treatment Facilities was issued, and five proposals were received. On October 15, 2024, the Board approved the selection committee's recommendation to enter contract negotiations with Black & Veatch for the Southwest Regional Wastewater Treatment Facility (SWRWWTF) and Carollo Engineers, Inc. for the Northwest Regional Wastewater Treatment Facility (NWRWWTF).
Black and Veatch has proposed to complete the services for the SWRWWTF project in parts. Part 1 will include conceptual and final design, permitting and bid phase services. Part 2 will include construction administration services. The negotiations for Part 1 services are now complete and are included in the attached agreement in the amount of $3,100,586.00.
It is anticipated that Part 1 services will be completed within 20 months, yet the agreement will remain in place until all services have been completed. An amendment to the agreement for Part 2, construction administration services, will be brought back to the Board for approval once Part 1 services are complete.
