DESCRIPTION

PRWC staff identified a landowner willing to sell property for Test Production Well (TPW) #2, within the City of Lakeland (Exhibit A).  The 4.83-acre parcel is a suitable size and location for the TPW that will later be converted to a West Polk production well.

 

The owners, Eleventh Episcopal District of the African Methodist Episcopal Church, Inc., accepted a written offer of $569,550, the appraised value of the parcel.   Because the purchase price exceeds $250,000, Board approval is required.  

 

The following are the considerations made for this Recommendation of Settlement:

                     No Attorney Fees

                     Site Size

                     Availability of property this size within a densely populated area

                     Property provides a natural buffer to adjacent homeowners

                     Multiple uses of site

                     Proximity to adjacent roadway right of way for pipeline installation

 

RECOMMENDATION

Staff recommends approval of the settlement at appraised value with Eleventh Episcopal District of the African Methodist Episcopal Church, Inc. in the amount of $569,550. 

 

FISCAL IMPACT

This approval will obligate the PRWC to make a payment in the amount of $569,500, which will be reimbursed by state appropriations through the Heartland Act.
