DESCRIPTION
In accordance with Chapter 420, Part VII, Florida Statutes, which governs the State Housing Initiatives Partnership (SHIP) Program, Polk County is required to prepare and submit a Local Housing Assistance Plan (LHAP) every three years. The LHAP establishes the County’s housing assistance strategies and projected accomplishments for State Fiscal Years 2026-2027 through 2028-2029 ensuring continued compliance with program requirements and eligibility for SHIP funding. The proposed LHAP maintains the County’s existing housing strategies with revisions to certain program policies. Notable updates include modifications to the allowable expenditure limits for mobile home assistance activities. The SHIP program is anticipated to provide approximately $4.6 million annually. The Affordable Housing Advisory Committee (AHAC) reviewed and recommended the LHAP on April 16, 2026.
RECOMMENDATION
For the Board to approve the FY 2026-2027, 2027-2028, 2028-2029 Local Housing Assistance Plan and direct the Housing and Neighborhood Development Office to transmit the plan to the Florida Housing Finance Corporation for approval.
