DESCRIPTION

Polk County, as a local Participating Jurisdiction (PJ) for the 2021 HOME Program, received HOME-American Rescue Plan (ARP) funds to support the development of affordable housing for residents who are homeless, at risk of homelessness, or part of other vulnerable populations. In compliance with HUD requirements, Polk County developed a HOME-ARP Allocation Plan detailing specific projects to be funded with these resources. This plan was approved on July 5, 2022.

 

The Polk County Housing and Neighborhood Development Office is required to submit a substantial amendment to the Allocation Plan when introducing new projects. On October 16, 2024, a notice announcing a 15-day public comment period and a public meeting was published in *The Sun News*. The public meeting was held on October 23, 2024, to finalize the draft of the 2nd Amendment to the HOME-ARP Allocation Plan.

 

During the meeting, a new Tenant-Based Rental Assistance (TBRA) project was presented for public review and feedback. This project proposes five rental vouchers through the Homeless Coalition’s rental assistance program. The project was also presented to the Homeless Coalition Continuum of Care membership and no public comments were provided.

 

RECOMMENDATION

Approve the HOME-ARP Allocation Plan Substantial Amendment No. 2 to the Fiscal Year 2021-2022 Consolidated Annual Action Plan, by adopting the attached Board Resolution, and direct the County Manager to transmit the amended Annual Action Plan to HUD for approval.
