DESCRIPTION
The Polk County's Utilities Division requested Procurement to solicit bids from qualified contractors to construct a new septage receiving and leachate treatment facility at the North Central Landfill. Historically, private septage hauling companies dispose of septage from septage tanks by spreading on open fields, potentially leaching nutrient-rich product into groundwater nearby water bodies. Staff identified an alternative method of disposal through a septage treatment and disposal system at the landfill in lieu of ground application and has already leveraged $6.58 million of American Rescue Plan funds for the purchase of treatment equipment for this project. Construction of the facility at this centralized location will provide a benefit to haulers that currently seek disposal outside of Polk County boundaries. Additionally, the facility will benefit the Solid Waste Division as it will be capable of treating leachate from the landfill.
