DESCRIPTION
This is a request to enter into an Infrastructure Agreement between Building Hope Snively Avenue, LLC (Developer) and Polk County for the installation of storm drain improvements along Eloise Loop Road.
The Developer is the owner of certain real property (Cypress Junction Montessori) that is undergoing development review by the County’s Land Development Division (LDROW-2025-28). The project will gain direct access to Eloise Loop Road, which is owned and maintained by the County’s Roads & Drainage Division. Currently, there are needed storm drain improvements along Eloise Loop Road that are adjacent to the Developer’s property. These needed improvements are not required of the Developer; however, the Developer is willing to install the needed improvements for cash reimbursement from the County.
The estimated cost of the improvement is $62,799.08. This agreement will allow for these improvements to be made more rapidly by the Developer and at a reduced cost if Polk County were to program these improvements.
RECOMMENDATION
Approve the infrastructure agreement with Building Hope Snively Avenue, LLC for the installation of needed storm drain improvements along Eloise Loop Road.
FISCAL IMPACT
The County agrees to reimburse the Developer for actual costs incurred for the infrastructure improvement at a cost not to exceed $62,799.08. Funds are available via Road’s & Drainage CIP fund (project# 5400230; Development Agreement Assistance).
