DESCRIPTION
Hancock Crossing (the Development) is in the City’s utility service area, west of Hwy 98 S. and south of Boy Scout Ranch Rd consisting of 92 single family residential (SFR) units equal to 92 equivalent residential connections (ERCs). Although the Development is in the City’s service area, it is adjacent to County facilities and the owner desired to expedite potable water service by the County. The County owns, operates, and maintains an existing potable water main, with sufficient capacity, in closer proximity to the Development compared to the nearest City potable water main. As a result, all parties agreed to the County providing bulk potable water service to the City in accordance with the terms and conditions of the attached Agreement.
The City will collect the then-applicable connection fee for each lot within the Development at the time of building permit issuance and subsequently convey the collected fees to the County. The potable water connection fee for one SFR unit (ERC) effective January 1, 2025 was $2,941, increased to $3,038.00 October 1, 2025, and will increase to $3,989.00 January 1, 2027.
The City will be billed at the 8 Inch Commercial Water Rates and Polk Water Resource Initiatives/Alternative Water Supply Surcharge in effect during the period they are connected to the county water system.
The County will receive one-time Connection Fees of approximately $270,572.00 which will be collected until the community is built out. The County will also receive recurring revenues for water service of approximately $54,000 per year.

RECOMMENDATION
Request Board approve the Interlocal Agreement for the sale of bulk potable water service from Polk County to the City of Bartow.
