DESCRIPTION
County Health Departments were created throughout Florida to promote the public’s health, control and eradicate preventable diseases, and provide primary care for special populations.
This agreement provides financial support to the County Health Department towards providing the following three levels of core public health service and subsequent examples, pursuant to Section 154.01(2):
1) Environmental Health Services: food hygiene; safe drinking water supply; sewage; solid waste disposal; swimming pools; group care facilities; migrant labor camps; toxic material control; radiological health; and occupational health.
2) Communicable Disease Control Services: epidemiology; sexually transmissible infection detection and control; HIV/AIDS; immunization; tuberculosis control; and maintenance of vital statistics.
3) Primary Care Services: first contact acute care services; chronic disease detection and treatment; maternal and child health services; family planning; nutrition; school health; supplemental food assistance for women, infants and children; home health; and dental services.
The County’s financial contribution of $380,000 is less than 2% of the State appropriated responsibility of $19.1 million. The County has contracted with the Health Department in support of these core public health services as far back as 2013 at approximately $380,000 annually. This agreement is for October 1, 2025 through September 30, 2026.
RECOMMENDATION
Approve the agreement for core public health services with the Florida Department of Health in Polk County.
FISCAL IMPACT
Funds are available in the Indigent Health Care Fund.
