Approve piggyback agreement with LucyRx Health Solutions, Inc. to provide pharmacy benefit services for the Polk HealthCare Plan. ($7.9 million estimated recurring expense)

DESCRIPTION
The County currently uses LucyRX Health Solutions (previously called Citizens Rx) to provide prescription drug program management services for approximately 5,500 residents enrolled in the Polk HealthCare Plan. These services include retail pharmacy network management, claims processing, mail services, formulary management, as well as the payment of claims to participating pharmacies for prescription drugs purchased by the County's Polk HealthCare Plan members.
Our original agreement was the result of RFP 17-599 and when that agreement ended on December 31, 2022, the County utilized a Pinellas County agreement to enter into Piggyback Agreement 23-085 with Citizens Rx from January 1, 2022, through September 30, 2025.
The Health and Human Services Division's Community Health Section identified that Pinellas County had solicited for these similar prescription drug program services for its 8,000 indigent healthcare plan participants, resulting in a current agreement with LucyRx Health Solutions. Since the Pinellas County agreement is for the same services, the Health and Human Services Division is requesting to piggyback the Pinellas County Agreement with LucyRx to continue to provide the services.
Notably, due to the larger scale of the Pinellas County plan, Pinellas County was able to negotiate more favorable pricing and rebate terms than those in our current agreement. These improved terms are projected to yield annual savings of approximately $378,807. The estimated annual expenditure under the new agreement is $7.9 million, inclusive of the projected savings.
The term of the attached piggyback agreement is October 1, 2025, through September 30, 2030.
