Approve budget transfer from Tax Collector Reserve for Contingency to the Tax Collector’s General Fund operating budget for software purchase. ($165,300 one-time transfer and expense)

DESCRIPTION
The Tax Collector has entered a purchase agreement for a finance software from Tyler Technologies and a tax software from PublicSoft. The total cost of the licensing and implementation fees for these products are $806,745. The Tax Collector has already made payments of $99,998, and the BoCC will process the remaining invoices. Additional payments of $165,300 ($122,500 PublicSoft and $42,800 Tyler Technologies) will be due prior to the end of FY 23/24. This expense was not anticipated during the budget process, so a transfer from reserves will be needed to cover the current year needs. The remainder of the outstanding expense will be budgeted in the FY 24/25 budget.
RECOMMENDATION
Request Board approve a budget transfer from the General Fund Reserve for Contingency that is held specifically for the Tax Collector.
FISCAL IMPACT
After the budget transfer is completed, funds will be available in the Tax Collector’s operating budget within the General Fund.
