TPO Interlocal Agreement - Amendment & Resolution. (No fiscal impact)

DESCRIPTION
The TPO respectfully request the County adopt a resolution in support of the TPO Membership Apportionment Plan. This resolution endorses the TPO's membership plan and authorizes the Board Chair's execution of an amended interlocal agreement upon the Governor's approval of said plan.
As we explained in the attached letter,
The Governor has requested the Polk Transportation Planning Organization (TPO) submit a Membership Apportionment Plan based on the 2020 Census. Through its adoption of TPO Resolution 2023-12, the TPO Board formally approved a Membership Apportionment Plan for submission to the Governor. This plan is based on the current membership structure and adds four (4) members to several jurisdictions in Northeast Polk County due to significant increases in population observed in these areas since 2010. As a result, the voting membership of the TPO has been increased from 19 to 23 members. The resolution and membership plan are attached.
Following each decennial census, the member local governments of the Polk TPO must re-designate the TPO. There are four steps to this re-designation process as follows:
1. The Polk TPO prepares a Membership Apportionment Plan consistent with federal and state requirements.
2. The member local governments endorse the Membership Plan;
3. The Plan is submitted to the Governor's Office for review and approval; and
4. The member local governments execute an updated Interlocal Agreement for the Creation of the Polk Transportation Planning Organization (In our case, we've elected to amend our existing interlocal agreement executed in 2014)
RECOMMENDATION
Request Board approve the Resolution to endorse the TPO's Membership Apportionment Plan and authorize the Board Chairman to execute the amended interlocal agreement.
