This is a request to enter into an Impact Fee Credit Agreement between Polk County and MMH Development LLC (Developer) for transportation improvements to Minute Maid Ramp Road 1 and Holly Hill Grove Road 3. The developer has received approval from the County to construct up to 300 multi-family dwelling units (LDRES-2025-7) that will have direct access to Minute Maid Ramp Road 1 and Holly Hill Grove Road 3. Both roadways are County maintained roadway facilities. The developer has agreed to make certain improvements beyond the scope of their approved development in exchange for impact fee credits consistent with the County’s Impact Fee Ordinance and a cash payment. The proposed improvements include the design, permitting, and construction of needed transportation improvements to both roadways at a total reimbursement cost of $422,930.40 in the form of impact fee credits and a cash payment not to exceed $106,283.47.
RECOMMENDATION
Approve the Impact Fee Credit Agreement with MMH Development LLC for transportation improvements to Minute Maid Ramp Road 1 and Holly Hill Grove Road 3.
FISCAL IMPACT
The County agrees to reimburse the Developer via $422,930.40 in the form of impact fee credits and a cash payment not to exceed $106,283.47. Funds for the cash payment are available in the Roads and Drainage 5-year CIP.
