Approve First Amendment to American Rescue Plan Local Fiscal Recovery Funding Agreement with Lake Wales Care Center. (No fiscal impact)

DESCRIPTION
The United States government has provided the County American Rescue Plan Act funds (ARP Funds) to assist in responding to the COVID-19 public health emergency. A portion of the ARP Funds have been allocated to address COVID-19's impact on public health as well as its economic harm to households, small businesses, non-profits, and impacted industries. After requesting and receiving requests for an allocation of ARP Funds from small businesses and non-profit agencies located in Polk County, the Board selected recipients who will receive an ARP Fund award to address these impacts.
Lake Wales Care Center has purchased and is improving real property located at 282 Park Avenue E. in Lake Wales that will be dedicated to Supportive Care Housing, a structured program that follows the CARE Plan (Case Management, Accountability, Responsibility, and Empowerment). The goal with this program is to move individuals/families from affordable rent with support to affordable housing by having participants participate in Life Skill Classes, ongoing case management, budget counseling, perform community service hours, and other pertinent activities suited for their specific situation.
Because construction costs have increased since 2022 when the agreement was entered into and costs associated with ADA and Life Safety Compliance that were not included in the original projections must be completed, Lake Wales Care Center is requesting that the $350,000.00 originally projected for project construction and soft costs be amended to reflect the amount of $600,000.00 to match current projections. This action will not increase the $1,000,000 total that was allocated to Lake Wales Care Center, it only moves more into project construction.
