Ratify and accept a County Deed from Osceola County for additional right-of-way in conjunction with an intersection project known as CR 54 (Ronald Reagan Parkway) at Westside Boulevard Intersection Improvement Project. (No fiscal impact)

DESCRIPTION
Polk County has a project to signalize and make improvements to the intersection of CR 54 (Ronald Reagan Parkway) and Westside Boulevard in the northeast part of the County. Westside Boulevard is a public road which is owned and maintained by, and located primarily within, Osceola County. The roadway serves a large-scale development located in Osceola County with only a small portion located within Polk County to allow for a connection to CR 54 for which Osceola County and Polk County entered into an Interlocal Agreement in 2014. To accommodate the construction and future maintenance of a mast arm for the project a fee parcel measuring 10-feet square is needed at the northwest corner of the intersection over property owned by Osceola County which lies adjacent to the area currently utilized as mainline right-of-way for Westside Boulevard. Polk County contacted Osceola County and requested the conveyance of the parcel needed for the signalization project. Osceola County has agreed to Polk County’s request and has approved, at its meeting held April 1, 2024, a County Deed to Polk County for the right-of-way parcel; however, the deed was previously and inadvertently recorded by the owner in Osceola County prior to acceptance by Polk County. Accepting and ratifying the aforementioned County Deed will allow the deed to be recorded in the Official Records of Polk County and give Polk County ownership of the parcel needed for the intersection project.
RECOMMENDATION
Request Board ratify and accept the aforementioned County Deed.
