Approve Piggyback Agreement with Miller Pipeline, LLC to provide for wastewater collection systems rehabilitation services (estimated $1,200,000 annual recurring expense)

DESCRIPTION
Polk County Utilities (PCU) owns, operates, and maintains over 350 miles of gravity wastewater mains throughout six regional utility service areas. On-going maintenance and repair of the wastewater mains requires that PCU have a contractor available to perform various services, including the repair and rehabilitation of wastewater pipes, manholes and pump stations, to include, but not limited to, pipe lining, manhole repairs, and line cleaning. This will help extend the useful life of existing assets and ensure permit compliance. The County's previous piggyback agreement with Miller Pipeline, LLC, Agreement 18-44, for wastewater collection system services recently expired.
On June 30, 2023, Miller Pipeline, LLC entered into an agreement with Lee County, Florida. This agreement will allow PCU to respond to critical wastewater infrastructure needs. The term of the agreement, with all extensions, is through June 29, 2029.
When services are needed, PCU will coordinate with the contractor to define a written scope of work to include a time schedule and maximum amount of compensation. Work authorizations under this piggyback agreement will not exceed $300,000.00. Work authorizations that exceed $100,000.00 will be approved by the County Manager's Office prior to the issuance of a purchase order. These work authorizations will also include a history of cumulative spend for all prior work authorizations executed under this agreement.
RECOMMENDATION
Recommend Board approve piggyback agreement (PB 23-631) with Miller Pipeline, LLC for wastewater collection system rehabilitation.
FISCAL IMPACT
Funding is available for these services within the Utilities' Repair & Rehabilitation Division budget.
