DESCRIPTION
The Gibson Oaks Water Production Facility (WPF) is the final phase of the water production facility regionalization planned in the Northwest Regional Utility Service Area (NWRUSA), and was placed into production in November 2023. The Gibson Oaks WPF has replaced the existing Timber Ridge WPF, and converted Lake Gibson and Sherwood Lakes WPFs to raw water well sites that feed the new Gibson Oaks WPF. The project will reduce long-term operation and maintenance costs, increase system reliability, and provide additional capacity to serve future development in the NWRUSA.
The Gibson Oaks WPF is an estimated five-year project with the scope of services broken down into two parts. On August 4, 2017, the Board approved Agreement 17-063 for Part 1 services with Carollo Engineers which included preliminary design, permitting, and optional pilot testing in the amount of $461,235.38.
Amendment No. 1 to the agreement was approved by the Board on June 7, 2018, for Part 2 services which included final design, permitting, and bid and construction phase services for offsite potable water and raw water main improvements in the amount of $1,564,120.47. During the construction phase, it was discovered that the pipe materials used at the site prior to this project needed to be replaced, causing the Lake Gibson pump building to be redesigned prior to conversion to a raw water well site. Further, the construction was delayed to coincide with school holidays as the Lake Gibson site is located within the Lake Gibson High School campus.
