DESCRIPTION
On February 3, 2026, the Board authorized staff to negotiate an agreement with Vogel Bros. Building Co. to provide CMAR services for the Southwest Regional Wastewater Treatment Facility improvements project. The project consists of upgrading the treatment train to replace aging equipment, construction of a new equalization basin, plant-wide electrical, instrumentation, and SCADA system improvements, new solids treatment processes, and associated piping and site work.
The CMAR's role includes:
1. Pre-construction phase services include working with the design consultant, Carollo Engineers, Inc., and county staff to provide value engineering suggestions, constructability reviews; management of pre-bid conferences with sub-contractors, bid solicitation services, along with management of pre-award meetings with sub-contractors.
2. After pre-construction services are complete, the Construction Manager will present to the County a Guaranteed Maximum Price (GMP) to construct the facility improvements. This additional cost will be brought back to the Board for approval as an amendment to this agreement before construction services begin. The Construction Manager shall furnish and pay for all services, materials, and labor to fully perform and complete the construction of the work.
RECOMMENDATION
Request Board approve agreement with Vogel Bros. Building Co. to provide Construction Manager at Risk (CMAR) pre-construction services for the Southwest Regional Wastewater Treatment Facility improvements projects in the amount of $897,566.00.
FISCAL IMPACT
Funds are available in the Utilities Connection Fee Fund within the Utilities 5-year CIP Budget.
