DESCRIPTION
The West Polk Water Production Facility will be located within the City of Lakeland adjacent to the TB Williams Water Treatment Plant. The City of Lakeland currently owns the property planned for the PRWC facility.
The PRWC and Lakeland have reached an agreement to transfer ownership of the property to the PRWC through deed transfer (Exhibit A). As a part of the deed transfer the PRWC Board of Directors is required to approve three items:
1) The property cost based on an appraisal completed by the City of Lakeland and reviewed by the PRWC land appraiser. The property cost was established at $478,400. The PRWC will also pay closing costs of $20,158.80. The total purchase cost is $498,558.80 (Exhibit B);
2) A utility easement to ratify an existing Lakeland Electric easement (Exhibit C);
3) An ingress/egress agreement for the access of the Lakeland Electric easement (Exhibit D).
The City of Lakeland is scheduled to approve the deed at their November 18, 2024 commission meeting and final, executed documents will be ready for PRWC execution following the November 20, 2024 Board meeting.
RECOMMENDATION
Approve the Acquisition of the West Polk Water Production Facility Site from the City of Lakeland, including the execution of Two Easement Agreements.
FISCAL IMPACT
The fiscal impact for this item is $498,558.80 for purchase of the West Polk Water Treatment Facility site. The source of funds used to purchase the property are state Heartland grants received by the PRWC.
