DESCRIPTION
Request the Board to adopt the Resolution approving the FY 2025-2026 Annual Action Plan. The Annual Action Plan is a strategic plan that is required by the U.S. Department of Housing and Urban Development (U.S. HUD) to outline the proposed use of Federal Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), and Emergency Solutions Grant (ESG) funds for the upcoming year October 1, 2025, to September 30, 2026. Polk County anticipates receiving approximately $6,300,180 in Federal U.S. HUD grants during this time frame.
Polk County uses CDBG funds for improvement projects that benefit low- and moderate-income persons. Community Development Block Grant (CDBG) funding supports the following programs: Neighborhood Improvements/Infrastructure, Municipal Partners, Public Services/Homeless Programs, and Administration.
HOME Investment Partnership (HOME) funds are used for substantial home repairs, Community Housing and Development Organization (CHOO) housing construction and, and resale activities, and the Tenant-Based Rental Assistance (TBRA) Program.
Emergency Solutions Grant (ESG) funds are distributed to non-profit agencies such as the Salvation Army and the Talbot House that provide shelter and other services to the homeless.
The FY 2025-2026 Annual Action Plan outlines the proposed uses of federal grant funds for this program year. This Action Plan defines planned activities in CDBG of $4,334,555 in grant funds and $200,000 in program income, $1,414,159 in HOME grant funds and $351,466 in ESG grant funds.

RECOMMENDATION
For the Board to approve the FY 2025-2026 Action Plan and authorize Housing and Neighborhood Development to transmit the Plan to U.S. HUD.
