DESCRIPTION
West Pipkin Road is being widened from a two-lane roadway to a four-lane roadway from Medulla Road to Dossey Road and is being widened to a three-lane roadway from Dorman Road to SR 37. Construction of the West Pipkin Road Widening Project began on September 14, 2021, and is currently expected to be completed by October 13, 2024.
On July 6, 2021, the Board approved a Reimbursement Agreement with the City of Lakeland in the amount of $2,960,000 for the relocation of the City's owned electric transmission and distribution system along West Pipkin Road. The Agreement stated that the City would relocate their electric system within 300 days. The 300 days expired on May 1, 2022.
City staff has notified the County that the relocation work has exceeded the $2,960,000 amount and the 300 days. The City used more subcontractors than originally estimated in order to finish the relocation work in a timely manner and not delay the road widening work. The City's relocation work is now completed and the road widening work is proceeding toward completion.
Approval of this Amendment will add $350,000 to the amount for a new total of $3,310,000 and will add 300 days for a new total of 600 days, with a new completion date of February 25, 2023. In addition, the City is requesting to modify the Agreement to allow for a 15% markup of subcontractor invoices. The City uses the 15% markup to cover their administrative costs of hiring and managing their subcontractors.
RECOMMENDATION
Request the Board to approve and authorize the Chairman to execute Amendment No. 1 to the Reimbursement Agreement with the City of Lakeland for the West Pipkin Road Widening Project at a cost not-to-exceed $350,000, for a new total of $3,310,000 and to add 300 days to the Agreement, for a new total of 600 days.
