DESCRIPTION
On September 4, 2020, the County was provided notice that Crooked Lake Park Sewerage Company intended to abandon the existing wastewater collection and treatment system serving utility customers in the Crooked Lake and College Park developments located south of Lake Wales. The abandonment process was temporarily delayed, and then resumed at a January 21, 2021 status hearing. On March 25, 2021, the Circuit Court granted Polk County's petition and appointed the County as the receiver of the wastewater system.
Since being appointed receiver of the wastewater system, the County has been actively constructing repairs associated with the wastewater collection system within the Crooked Lake Park development area. Contract 2023-049 with Miller Pipeline, LLC was approved September 19, 2023 totaling $5,090,716.89 for the purpose of reducing inflow and infiltration in the existing gravity wastewater collection system. The Contractor is estimated to be approximately 75% complete with the needed repairs and is projected to be under budget at final completion status. Since this contract is funded with ARP funds, it is desirable to transfer the remaining estimated/available funds of $1,350,000 to the Septage Receiving Station Project. This transfer will ensure maximization and use of ARP funds on another ARP funded Utility project and does not increase or decrease the Utilities Expansion CIP Program Budget.
RECOMMENDATION
Request Board approve the CIP Amendment and budget transfer of $1,350,000 of American Rescue Plan funds from the Crooked Lake Park Receivership Project to Septage Receiving Station Project.
