DESCRIPTION
The Facilities Management Division requested Procurement solicit proposals from qualified contractors for the purpose of providing CMAR preconstruction and construction phase services for the District 10 Medical Examiner's Office, which serves Polk, Hardee, and Highlands Counties. An expansion study was completed on March 5, 2024, confirming the need to expand and modify to the Polk County Medical Examiner's office located at 1021 Jim Keene Blvd., Winter Haven, FL 33880.
As part of the FY 24/25 Community Investment Program (CIP), the Board of County Commissioners approved $7.5 million in one-time money, and in the current FY 25/26 CIP, the Board approved an additional $3 million in one-time money to expand and renovate the existing Medical Examiner's Office. Additional funds for the balance of the project are coming from the following: $1,500,000.00 - Highlands County, $500,000.00 - Hardee County and $3,000,000.00 - State funding).
Request for Proposal (RFP) 25-599, Construction Manager at Risk - Medical Examiner Expansion & Renovation was issued, and seven proposals were received. The selection committee met on October 28, 2025, to evaluate and score proposals The four highest scored firms were elevated to interviews. On November 5, 2025, the selection committee conducted interviews and received presentations from the proposers. After the interviews the selection committee ranked the proposers. The consensus of the selection committee was to request the Board authorize staff to enter into negotiations with the four highest ranked proposers, beginning with the highest ranked proposer Rodda Construction, Inc.
