Approve CIP Amendment and budget transfer from the Chestnut Sidewalk Project to the Willow Ridge, Lake Seward, and Davenport Drainage Projects within the General Capital Improvement Fund ($2,800,000.00 one-time budget transfer)

DESCRIPTION
During the current fiscal year budget preparation, the Roads and Drainage Division was provided and budgeted $5,000,000.00 to construct the Chestnut Sidewalk Project which is now in the CIP Sidewalk Project. The cost estimate for this project has been decreased to $2,200,000.00.
With the $2,800,000.00 surplus, it is recommended that the board fund the following Drainage Projects from the Roads and Drainage Unfunded List:
Willow Ridge Drainage Project: $550,000.00 - This project will address flooding in a closed basin for events greater than the 100 yr. - 24 hr. storm event by installing a permanent pumping discharge line that will tie into the Kathleen Road drainage system that will take the flood waters out of the closed basin.
Lake Seward Drainage Project: $1,000,000.00 - This project will address flooding in a closed basin by installing a permanent pumping discharge line that will tie into the Tillery Road drainage system that will take the flood waters out of the closed basin.
Davenport Drainage Project: $1,250,000.00 - This project will reroute an existing drainage system that the County does not have easements over and move the drainage system into the County's right of way to eliminate any potential maintenance issues in the future.
RECOMMENDATION
Request Board approve a CIP Amendment and budget transfer from the Chestnut Sidewalk Project to the Willow Ridge, Lake Seward, and Davenport Drainage Projects within the General Capital Improvement Fund.
FISCAL IMPACT
Upon approved of the CIP Amendment, $2,800,000.00 will be transferred from the Roads and Drainage Sidewalk CIP Project to the newly established Drainage Projects within the General Capital Improvement Fund.
