DESCRIPTION
On March 15, 2022, the Board approved an Interlocal Agreement with TOHO for the Lake Wilson Road Widening Project. TOHO elected to utilize the County's Road Contractor, Watson Civil, Inc., to complete the relocation work to their water system (30" Watermain and 36" Reclaimed Watermain). TOHO's original costs for the utility work are broken down as follows: $2,118,400.00 in construction costs, $211,840.00 as contingency funds and $199,256.10 for construction engineering and inspection (CEI) services to be provided by Polk County through our contract with AE Engineering, Inc. Currently, TOHO has reimbursed the County $1,000,000.00 and $1,317,656.10 for a total of $2,317,656.10 out of the $2,529,496.10 maximum.
During construction changes to the TOHO work were needed to avoid existing utilities along CR 532. The original $211,840.00 in contingency funds has been allocated. Amendment #1 to the Agreement is needed to raise the contingency funds by$145,943.68 for a total maximum of $357,783.68. Approval of this Agreement will allow the County's Road Contractor to complete all of the required relocations to TOHO's utility systems.
RECOMMENDATION
Request the Board to approve and authorize the Chairperson to execute Amendment No. 1 to the Interlocal Agreement with the Tohopekaliga Water Authority for the Lake Wilson Road Widening Project.
FISCAL IMPACT
Approval of this Interlocal Agreement will require TOHO to reimburse the County for TOHO's relocation work performed by the County. The total cost TOHO shall be obligated to pay for this ILA is increased by $145,943.68 for a total of $2,675,439.78. Funding for this increase is budgeted in the Transportation Impact Fee District C Fund.
