DESCRIPTION
The PRWC Workforce Transition Plan was presented to the PRWC Board of Director at the July 29, 2026, Board meeting. In summary, the Plan presents a recommended approach for the Cooperative to transition, over the next eight fiscal years, to a government-employee workforce capable of operating, maintaining and expanding a regional wholesale public water supply utility serving Polk County and its fifteen municipal partners.
The Plan addresses the following areas of focus:
PRWC’s legal authority under the 2016 Interlocal Agreement to make the transition;
the staffing trajectories of similar entities, such as Tampa Bay Water, as examples and for comparison purposes;
a year-by-year recommended hiring sequence for PRWC employees;
an office space needs transition plan;
the Florida and federal employment laws that will govern the workforce;
the Florida Retirement System (FRS) decisions the Board will make as a part of the transition.
The Plan is designed to align with the construction schedules of the two Lower Floridan Aquifer alternative water supply projects, mainly in regard to the hiring sequencing. The Plan also acknowledges that US Water/Acciona will be the contracted operator of the two projects and focuses on the engineering, finance, compliance, human resources, and executive leadership functions needed to operate a regional water supply authority long-term.
No changes have been made to this plan from what was presented to the Board at the July meeting. Resolution 2026-10 approves the Workforce Transition Plan and authorizes the Executive Director and General Counsel to implement the plan by taking the actions recommended in Section XXII of the plan. Approval of the plan does not authorize any hiring, expenditure, or other action under this plan.
