DESCRIPTION
Approve the CDBG subrecipient agreement between Polk County and Heart for Winter Haven, for the Stable Homes Initiative. Heart For Winter Haven provides housing stability, financial empowerment, and employment readiness to families in crisis
CDBG funds will be used to acquire six (6) two-bedroom housing units located in Priority Housing Zones, including Inwood, Boggy Bottom, Wahneta, and Eloise, to support the Stable Homes Initiative. The housing units will exclusively serve up to six (6) families experiencing homelessness. Families placed in the transitional housing units will be assessed and provide comprehensive supportive services, including mental health counseling, financial literacy training, employability and workforce readiness training, and community-building resources, with an emphasis on promoting self-sufficiency.
The program is anticipated to serve approximately six (6) families during the current fiscal year. The agreement is in an amount not to exceed $200,000.00, will be effective October 1, 2025, and will expire September 30, 2026. This project was approved by the Board of County Commissioners through adoption of the FY 2025-2026 Action Plan.
RECOMMENDATION
Request Board approve the CDBG subrecipient agreement with Heart For Winter Haven for the Fiscal Year 2025 - 2026.
FISCAL IMPACT
Funds are available in the Special Revenue Grant Fund.
