Approve recommended alignment alternative and adopt resolution for the Power Line Road Phase 2 Project. (No fiscal impact)

DESCRIPTION
To address transportation needs due to increased growth the County, in conjunction and coordination with development, has a project to improve and widen an existing 2-lane roadway known as Power Line Road to a 4-lane facility from South Boulevard to Hinson Avenue known as the Power Line Road Phase 2 Project (the “Project”). On October 17, 2023 the Board entered into an Infrastructure and Impact Fee Credit Agreement Power Line Road - Northern Expansion Phase 2 (the “Agreement”) with Jackstone Development, LLC; GLK Real Estate, LLC; Northeast Polk Land Investments LLC; and Cassidy Holdings Group, Inc., (hereinafter, collectively, the “Developers”). As part of the Agreement the Developers agreed to, among other things, complete an alignment study for the Project. An alignment study completed by KCG Transportation Services, LLC (the “Consultant”) was recently provided to the County which identified a preferred alignment for the Project.
The preferred alignment was selected after the Consultant evaluated viable alternatives to identify the most feasible and cost-effective alternative. After considering the alternatives, environmental factors, costs, long range planning, and safety considerations, the recommended alignment is a best fit alternative which utilizes both sides of the existing road corridor to minimize impacts to the greatest extent possible.
RECOMMENDATION
Request Board adopt the resolution approving the recommended alignment for the Power Line Road Phase 2 Project.
