DESCRIPTION
On March 2, 2021, the County entered into Agreement 2021-015 with Heritage Health Solutions Inc. to provide third-party administrator services related to inmate medical care that is performed off-site such as specialist, emergency room, hospitalization, and prescription plan services. The agreement includes, but is not limited to, provider network management, pre-authorizations, and claims administration.
On August 8, 2023, the County executed Amendment No. 1 to add additional health-related services including specialty medical, pharmaceutical, and laboratory services.
On February 16, 2024, the County executed Amendment No. 2 extending the Agreement for a two (2) year term through March 1, 2026.
On August 20, 2024, the County executed Amendment No. 3 to allow the purchase of bulk prescription orders as an alternative to individual prescriptions of medications provided to the Pharmacy Dispensary.
On March 2, 2026, the County executed Amendment No. 4 extending the Agreement through August 31, 2026, while a new procurement method and resulting agreement is brought to the Board for approval.
Due to the State of Florida House Bill 4059, the Health and Human Services Division has requested to revise the Cost Sheet to remain in compliance with the House Bill executed on April 14, 2026.
This amendment is effective April 16, 2026.
RECOMMENDATION
Request the Board approve Amendment No. 5 to Agreement 2021-015 with Heritage Health Solutions Inc., for third party administrative healthcare services for Polk County inmates.
