DESCRIPTION
The Fleet Management Division has been using SPATCO Energy Solutions to upgrade fuel tanks at 5 of the County’s 12 fuel sites through a cooperative agreement. The upgrades consist of replacing aging single walled 10,000 gallon tanks with 15,000 gallon double walled tanks. That agreement has recently expired and the Fleet Management Division has requested Procurement piggyback a new SPATCO cooperative agreement to continue to provide the services. SPATCO has upgraded five of the County’s sites and this new agreement will enable them to upgrade the remaining three sites (Eagle Lake-Sheffield Road, North Central Landfill & Frostproof Roadway Maintenance Facility).
The County belongs to the Sourcewell Cooperative, which enables us to piggyback agreements that were solicited by the cooperative. Sourcewell solicited Request for Proposal (#081524), resulting in an agreement with SPATCO Energy Solutions, LLC. There are no local vendors that provide these services.
The term of the agreement is from August 1, 2025, through November 18, 2028.

Board approve cooperative agreement with SPATCO Energy Solutions, LLC to provide fuel tanks and related services.
FISCAL IMPACT
Funding is available in the General Capital Improvement Fund. ($1,600,000.00 estimated expense)
